In December 2015, Hurd voted for a motion that the House insist on the House amendment to the Senate amendment and request a conference on the Trade Facilitation and Trade Enforcement Act (HR 644). The House amendment did not include language “combat currency manipulation… [by] directing the Department of Commerce to slap duties on goods that have unfairly benefited from undervalued currency.” The motion was agreed to by a vote of 252-170.

In December 2015, Hurd voted for the Conference Report to the Trade Facilitation and Trade Enforcement Act of 2015. The Conference Report contained language that “would single out greenhouse gas emission provisions as being ineligible for inclusion in a trade deal, raising concerns about its impact on efforts to protect the environment in trade deals as called for in the May 10, 2007, Agreement setting out Democratic priorities for trade negotiations.” The report passed, 256-158.
