6.7 Million American Women Rely On Public Programs To Pay For Contraceptives, 2.4 Million Of Them, 36 percent, Do So Through Planned Parenthood. “Planned Parenthood is, without a doubt, one of the largest providers in this space: Of the 6.7 million women who rely on public programs to pay for contraceptives, 2.4 million of them — 36 percent — do so at Planned Parenthood's 817 clinics across the country.” [Vox, 7/22/15] Most Of Planned Parenthood’s Public Funding Goes To Providing Low-Income Women With Family Planning Services, Including STD Screenings And Contraception. “Planned Parenthood receives more than $500 million annually in government funding, mostly through Medicaid and grants. Most of this money goes toward providing lowincome women with family planning services like STD screening and contraceptive coverage.” [Vox, 7/22/15] FactCheck.org: “Abortions Represent 3 Percent Of Total Services Provided By Planned Parenthood.” “Abortions represent 3 percent of total services provided by Planned Parenthood, and roughly 10 percent of its clients received an abortion. The group does receive federal funding, but the money cannot be used for abortions by law.” [FactCheck.org, 4/18/11] Voted For FY 2016 Budget Repealing The Affordable Care Act, Revoking Improved Coverage For Maternity Care, Cancer Screenings, And Contraceptives While Allowing Gender Rating Voted For FY 2016 Republican Budget To Repeal The Affordable Care Act, Slash Pell Grants And End The Medicare Guarantee. In March 2015, Hurd voted for the FY16 Republican House which included “repealing the Affordable Care Act. Under budget rules, that reconciliation repeal bill cannot be filibustered in the Senate and would need only a majority vote to pass.” The resolution passed 228 to 199. [H. Con Res. 27, Vote #142, 3/25/15; New York Times, 3/25/15] NWLC: House GOP Budget Would Revoke Improved Coverage For Maternity Care And Preventative Services, Would Allow Insurers To Treat Being A Woman As A Preexisting Condition. “The Price budget would:... Repeal the Affordable Care Act (ACA), including the tax credits that 5.4 million women currently use to purchase health coverage, and the Medicaid eligibility expansion that provides health insurance to millions more. The budget plan would also revoke improved coverage for maternity care and preventive services, including birth control, and allow insurance companies to once again treat being a woman as a pre-existing condition.” [National Women’s Law Center, 3/18/15] Repealing ACA Would Let Insurance Companies Drop Coverage For Life-Saving Cancer Screenings Including Mammograms. The ACA “requires insurers to cover mammography, with no cost-sharing, every one to two years for women starting at age 40. Medicare fully pays for mammograms once every 12 months with no upper age limit.” [FactCheck.org, 10/21/13] Repealing ACA Would Let Insurance Companies Drop Coverage For Birth Control, Including The Pill. The Kaiser Family Foundation reported on the ACA “the new law requires most private plans to cover all forms of prescription birth control (but not all brands) without any copay. Women with Medicaid also get birth control covered without costsharing.” [Kaiser Family Foundation, 10/14/13] Repealing ACA Would Let Insurance Companies Charge Women More Than Men For The Same Insurance. “The Affordable Care Act eliminates the discrimination that women have faced when buying insurance. For years, insurance companies may have charged women up to ten times more for their insurance than they charged men…Under Obamacare, insurance companies can no longer use gender as a factor when setting premiums.” [Washington Post, 9/30/13] Voted For Restricting A Woman’s Right To Choose After 20 Weeks, Establishing A 48-Hour Waiting Period For Rape Survivors Voted For Restricting A Woman’s Right To Choose After 20 Weeks, Including Requiring 48-Hour Waiting Period For Rape Survivors. In May 2015, Hurd voted for “a bill banning abortions after 20 weeks of pregnancy in a party-line vote on Wednesday.” According to The Hill, “But the bill did not change a provision that allows victims of incest to receive an abortion only if they are under 18 years old … The new version of the House bill also includes a two-day waiting period for rape victims. Doctors must also ensure that victims have received medical treatment or counseling during that time.” [HR 36, Vote #223, 5/13/15; The Hill, 5/13/15; The Hill, 5/11/15]

In 2014, when asked if he supported the DREAM Act, Hurd did not answer the question directly, and instead said he supported a guest worker program. “The United States has benefitted from the brain drain of every other country for the last number of decades. We should benefit from the hard working drain as well. I do support the idea of a guest worker program,” Hurd responded. When asked if he supported in-state tuition for undocumented immigrants, Hurd said that the issue was an example of politicians making a bigger deal out of sensitive issues than necessary, and that those students could apply for F1 visas to solve the problem. On January 24, 2015, Hurd voted for an amendment to the Department of Homeland Security funding bill that would end a program to suspend the deportation of DREAMers. “A second amendment would halt the Deferred Action for Childhood Arrivals Program (DACA), which lifts deportation for some illegal immigrants who came to the United States as children.” The amendment was adopted 218 to 209. In January 2015, Hurd voted for a federal funding bill that defunded President Obama’s executive action on immigration and ended a program that halted the deportation of some illegal immigrants who came to the United States as children. “Democrats rallied against the bill, which would fund the Department of Homeland Security (DHS) through September, after Republicans adopted a series of contentious amendments that take aim at facets of Obama’s immigration policy. One of the amendments would choke off funding for Obama’s executive action announced in November, which would allow some illegal immigrants to stay in the country and obtain work permits. A second amendment would halt the Deferred Action for Childhood Arrivals Program (DACA), which lifts deportation for some illegal immigrants who came to the United States as children.” The bill passed 236 to 191. In 2014, an “alarming influx” of Central Americans migrants crossed the Mexican border into the United States, including some 57,000 unaccompanied minors. [Washington Post, 7/29/14] In July 2014, Governor Rick Perry deployed up to 1,000 National Guard troops to the border. The effort cost more than $12 million a month to Texas taxpayers, and was met with mixed reviews. [USA Today, 7/31/14] Hurd supported the effort, saying it was meaningful for Governor Perry to send the troops to the border. “It was a man power issue. I think Governor Perry is showing real leadership on this issue… I think it was a very meaningful effort,” Hurd said. [KTSA 550, 7/29/14] Co-Sponsored Bill To Militarize The Border, Impacting Big Bend National Park Co-Sponsored Bill To Militarize The Border, Impacting Big Bend National Park. “This bill specifically applies to National Parks located within 100 miles of the U.S. borders, and paints a bulls-eye on Big Bend National Park. The bill would mandate that the Border Patrol build 192 miles of additional roads in the Big Bend Sector, as well as build/deploy high-tech surveillance balloons, drones and towers. It denies the National Park Service, or any other executive agency, any say in where or how this new infrastructure will be installed. Forget the legal protections provided to our National Park, such as the Antiquities Act, the Historic Preservation Act, Wilderness Act, the Endangered Species Act, etc., as they are waived. The result is that the Department of Homeland Security can come into Big Bend National Park and bulldoze archeological sites, endangered wildlife zones and destroy view shed and the dark skies for which this park is internationally famous, in order to build the infrastructure required by HR399.
