Notice of Proposed Construction of Facilities Pursuant to

SUBJECT:

General Order 131-D, Sun City 115/12 kV Substation Project in

the County of Riverside

Southern California Edison Company (SCE) hereby submits notice pursuant to General Order 131-D (GO 131-D), Section XI, Subsection B.4 of the Construction of Facilities that are exempt from a Permit to Construct. GO 131-D was adopted by the California Public Utilities Commission (Commission) in Decision (D.) 94-06-014 and modified by D.95-08-038.

PURPOSE This advice filing provides a copy of the Notice of Proposed Construction (Attachment A) and the Notice Distribution List (Attachment B) which comply with the noticing requirements found in GO 131-D, Section XI, Subsections B and C.

BACKGROUND SCE proposes to upgrade the existing 33/12 kilovolt (kV) Sun City Substation located on SCE-owned property on the northwest corner of Lindenburger Road and Newport Road in Sun City in the County of Riverside to 115/12 kV. This upgrade is necessary by mid-2006 to maintain electric reliability and meet projected electrical load requirements in Sun City and surrounding areas of Riverside County. The upgrade consists of the installation of a 115 kV low-profile switchrack; a 115/12 kV, 3-phase 28 megavolt amperes transformer; a 12 kV low-profile switchrack; a 4800 kilovolt amperes reactive capacitor bank; a pre-fabricated 20-foot by 36-foot mechanical electrical equipment room; and an 8-foot high perimeter block wall with landscaping. In addition, the existing Valley-Auld 115 kV line located on Lindenburger Road adjacent to the substation property will be looped into the substation on one 95 foot tubular steel pole to be installed in a franchise position on Lindenburger Road. Two existing 75 foot wood poles north of the proposed tubular steel pole will be replaced with one 85 foot and one 95 foot wood pole. Four 12 kV circuits will be constructed underground within city streets from the substation into the surrounding area.

construct. This project qualifies for the following exemption:

“g. power line facilities or substations to be located in an existing franchise, road-widening setback easement, or public utility easement; or in a utility corridor designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies for which a final Negative Declaration or EIR finds no significant unavoidable environmental impacts.” GO 131-D, Section XI, Subsection B.4 requires that this advice filing be made not less than 30 days before the date such construction is intended to begin. SCE intends to begin construction no sooner than December 2005.

No cost information is required for this advice filing.

This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other rate schedule or rule.

EFFECTIVE DATE

Because this filing is being made in accordance with the noticing requirements described in GO 131-D, Section XI, Subsection B.4, this advice filing will become effective on the 30th calendar day after the date filed, which is November 25, 2005.

NOTICE Anyone wishing to protest this advice filing may do so by letter via U.S. Mail, facsimile, or electronically, any of which must be received by the Energy Division and SCE no later than 20 days after the date of this advice filing.

There are no restrictions on who may file a protest, but the protest shall set forth specifically the grounds upon which it is based and shall be submitted expeditiously.

Sun City 115/12 kV Substation Project Date: October 26, 2005

Proposed Project:

Construction of the proposed project is scheduled to begin in December 2005, and is expected to be completed in June 2006.

EMF Compliance: The California Public Utilities Commission (CPUC) requires utilities to employ “no cost” and “low cost” measures to reduce public exposure to electric and magnetic

fields (EMF). In accordance with SCE's “EMF Design Guidelines for New Electrical Facilities:

Transmission Substation and Distribution”, filed with the CPUC in compliance with CPUC

Decision 93-11-013, SCE will implement the following measure(s) for this project:

1. Meet or exceed all applicable energized equipment setbacks from the substation fence.

2. Underground 12 kV distribution lines.

3. Optimally phase subtransmission lines entering the substation.

Exemption from CPUC Authority: Pursuant to CPUC General Order 131-D, Section III.B.1, projects meeting specific conditions are exempt from the CPUC’s requirement to file an application requesting

authority to construct. This project qualifies for the following exemption:

Exemption G: Power line facilities or substations to be located in an existing franchise, road-widening setback easement, or public utility easement; or in a utility corridor designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies for which a final Negative Declaration or EIR finds no significant unavoidable environmental impacts.

Public Review Process: Persons or groups may protest the proposed construction if they believe that the utility has incorrectly applied for an exemption or believe there is reasonable possibility that the proposed project or cumulative effects or unusual circumstances associated with the project may adversely impact the environment.

Protests must be filed by November 15, 2005, and should include the following:

1. Your name, mailing address and day-time telephone number.

2. Reference to the CPUC Advice Letter number and project name identified.

3. A clear description of the reason for the protest.

The letter should also indicate whether you believe that evidentiary hearings are necessary to resolve factual disputes.

SCE must respond within five business days of receipt and serve copies of its response on each protestant and the CPUC. Within 30 days after SCE has submitted its response, the Executive Director of the CPUC will send you a copy of an Executive Resolution granting or denying the request and stating the reasons for the decision.
